    Carmack Amendment

Federal law setting carrier liability for damaged goods at $0.60 per pound per article, unless full-value protection is purchased.

The Carmack Amendment (49 U.S.C. § 14706) is the default liability for interstate movers: 60 cents per pound per article. Customers can buy Full Value Protection (FVP) to bump coverage to declared value. Carriers must offer both options in writing and get the customer's signed selection.
